GMV Max Not Spending or Low ROI: How to Fix It
By Dawood Azhar · Published Oct 7, 2026 · All guidesShort answer: GMV Max usually under-spends because the ROI target is too high, the budget is too low, or there aren't enough product-linked videos. Low ROI usually comes from weak products in the campaign, stale creative, or tracking and catalog data the algorithm can't trust. Fix data first, then targets, then creative supply.
1. Is your ROI target too high?
This is the most common reason a campaign won't spend. A higher ROI target tells GMV Max to only buy traffic it expects to be very profitable, so it holds back. TikTok's guidance is to start from historical non-LIVE GMV ÷ historical ad cost, or the system's recommended ROI if you have no history, and to set a slightly lower target if you want more delivery.
2. Is the budget large enough?
TikTok suggests a budget of about 2 × historical non-LIVE GMV ÷ ROI target, keeping daily consumption below 80% of budget and raising it when performance improves. A budget that is fully used every day is capping the campaign.
3. Are you changing settings too often?
GMV Max optimizes ROI daily. Changing the target every day restarts learning. Keep each ROI setting for at least three full days before adjusting.
4. Does the campaign have enough videos?
GMV Max builds ads from the videos linked to your products. Few videos means few chances to find winners, and the same few videos fatigue quickly. TikTok recommends:
- using Auto-select videos so all existing and future videos are explored;
- including affiliate creator videos, which often improve incremental GMV;
- posting more product-anchored videos and linking additional TikTok accounts or Spark Ads posts to the Creative Library.
This is where a creator program pays off. See our creator & affiliate management service.
5. Are the right products in the campaign?
TikTok recommends broad product inclusion and prioritizing products that already sell well, since gains on small products can disappear in normal daily fluctuation. If ROI is low, check whether a few weak products are pulling the average down.
6. Can the algorithm trust your data?
In our accounts, the campaigns that skip a slow start are the ones where tracking was verified first. Check every pixel event in Event Manager for the right step, order value and product data, and make sure listing prices match checkout. In one client shop, listings where the reported price didn't match checkout were quietly suppressed in shop-tab recommendations until fixed (case study). See the pixel setup guide.
7. Are you judging it too early?
A new campaign needs time and data. Look at total shop GMV, not just attributed ad revenue, because GMV Max also affects organic delivery. In our 7-day GMV Max test, clean data from day one produced a 9.35× ROI that matched Seller Center order data.
Quick checklist
- ROI target at or slightly below the recommendation
- Budget roughly 2× GMV ÷ ROI, under 80% used
- No ROI changes for 3 days after each adjustment
- Auto-select videos on, affiliate videos included
- Best-selling products in the campaign
- Pixel events and prices verified
FAQ
Why is my GMV Max campaign not spending?
Most often the ROI target is set higher than your products can deliver, the budget is too small, or there are too few product-linked videos for the campaign to use. Lowering the ROI target toward the system recommendation is usually the first fix.
How do I set the right ROI target for GMV Max?
TikTok recommends starting from historical non-LIVE GMV divided by historical ad cost, or the system's recommended ROI if you have no history. A slightly lower target increases delivery.
How often should I change the ROI target?
TikTok advises keeping each ROI setting for at least three full days, because GMV Max optimizes daily and frequent changes interrupt learning.
Do affiliate videos help GMV Max?
Yes. TikTok's best practices recommend including affiliate videos, which often improve incremental GMV.
